Children's Online Privacy Protection, more commonly known as COPPA is purported to be a bill designed to protect young children from predators on the internet. However, they are actually using this law as a mask for their true purpose: preventing dogs from using the internet. COPPA really stands for the Canine Opposition and Puppy Prevention Act. It is a elaborate scheme - by forcing companies to not keep records of beings under the age of 13, when most dogs pass away, they are able to keep dogs off the internet.
